We have a monthly download limit of 60GB and we can't go over it (can't afford it). I just want to know whether playing an already downloaded mmorpg would take up those limited downloads while being played.

I dont really think it would take to much memory off your limit, just the actual download will|||Yes it will, at the rate of around 50mb (your monthly limit is 60000mb) an hour, or 20 minutes of standard youtube footage.
